In my 1st deployment in 2010 I served under 2 operations and was awarded the GWOT-EM. In 2015 they changed the policy stating that for each of the 5 operations you are allowed a service star. Am I authorized a star on this ribbon or do I need to find a way to get a memorandum stating such?

As of 2018 these are the areas where you can receive the GWOT-EM. The GWOT-EM was reauthorized in 2008 for certain GWOT missions in specific locations. In 2015 the list of locations was expanded to include Iraq and Afghanistan for the new Operations. Below is the list of locations and operations. (The website is there it just won't link through RallyPoint.)

You get a star for each campaign/operation you were present for, even if it was the same tour. Iraq 05-06 netted me 2 stars on my ICM. The GWOTEM is a different beast though, it was stopped for Iraq/Afghanistan because they both got their own campaign award, so it matters where you went as well as the times you were there. If it was Iraq or Afghanistan AFTER 30 April 2005 then no, the GWOTEM is not awarded for those areas.

CW2 (Join to see) you shouldn't be eligible for the GWOTEM for a deployment in 2010. I received the GWOTEM for an Iraq deployment 2004-2005 and an ICM for my 2007-2009 Iraq deployment. The GWOTEM ended in 2005 so if it's on your awards it's a mistake. It's a big red flag if you're wearing it, it would be like me wearing a Kuwait liberation medal.

SGT (Join to see) - Were in CENTCOM under a PCS or TCS/TDY? Did you receive a new set of orders every time you moved?
The orders are what you need to justify each award (ICM, EM, & ACM).
If you only have one set of orders to Iraq, were in Kuwait while transitioning to AF, and then received orders for AF, then you are only eligible for the ICM and ACM, but not the GWOTEM.

Our tour was originally Iraq and then the draw down happened pulling everyone out to Kuwait. We were supposed to stay in Kuwait the rest of the tour but were needing in Afghanistan so we got amended orders I believe and moved there for the rest of the deployment.

You can submit a request for a DD 215 (correction to the DD 214 for your 2010 deployment or most recent DD 214) include the orders that show deployment to both operations.
