Under AR-600-8-22 Para 5-3A, it states "Effective 11 July 1984, all members of the ARNG and USAR are eligible for this award if they were active Reserve status members of the ARNG, USAR (not on active duty in the Regular Army), or AGR Soldiers at the time their unit underwent annual training or ADT on foreign soil." The way the regulation reads is that since I was in my reserve unit in 2014 when they went to the Dominican Republic, I am authorized the award as I was in an active Reserve status when they went. Am I correct? Any guidance is appreciated. I understand it's supposed to be for actually going overseas for an Annual Training, but the way the regulation reads is that I'm authorized the ribbon even though I didn't go.
