Problem started Friday. It isn't just me. Microsoft works fine on my personal computer, but I can't open Outlook app, any document or ppt on my government computer

You have got a bad update. It happens from time to time. My 1SG caught a bad update and it wouldn't let his computer start. It was forced from the NEC. I didn't have that issue. You might have to see if there is an update to fix or have someone reinstall it.

Roger. I was hoping to not have to call the NEC here because they're worthless.

Sometimes, these systems have strict policies that can interfere with the functionality of certain applications. One solution to try is to contact your IT department to check if there have been any recent changes or updates that could be affecting your Microsoft products. They may be able to adjust the settings or provide a workaround.

For instance, the Microsoft Office Professional Plus 2021 for Windows could be a great option. It offers a lifetime license, which means you’ll have access to all the tools you need without recurring subscription fees, and it could be more compatible with different system configurations, including government computers. Mine went to hell as well. It was the remote desktop app. I installed that and then everything went bad. Did a clean install of Windows still have issues with gov sites. My personal PC at home now recognizes a CAC maybe 17% of the time....
