Anyone have a valid ID card denied at a Navy Base? What makes my card come up denied?

Last two years I have driven on to Pax River Naval Air Station in MD during the Christmas holiday as we spend our time with family there. Last two years when I drove on base the gate guard scanned my card and it came up denied. I was told he would have to keep the card. Both times I said, no, that isn't acceptable and you need to call the watch commander or whoever you need to. Both times I was given my card back and we left. This ID card works on any other military base just fine as I'm active NCARNG and go to Ft. Bragg all the time and was also recently at Ft. Bliss. I use it to check email and access several military and GOV systems weekly. I'm still in, DEERS still has all my info and my families. What is it with this base that makes my card come up denied? Do they use some different system than the rest of the military?
