I have a soldier w/issues. The only reg. I have found is dated 1 JUL 09.

Soldier is on PPRL with his home unit (falls under 81st RSC). He is on ADOS orders at Fort Wainwright, AK as a military pay tech. Orders are a minimum of 365 days. He is getting conflicting information as to why he has not been promoted when others have, and how/what to do to get promoted.

The 9th (fort wainwright region) has openings in his MOS. He requested to transfer PPRL (per info off HRC, image attached), but it seems his unit is unclear of how to do this/unaware of this option. I am trying seeking the process (PowerPoint, memo, forms, etc) to be able to help them help him.

SSG (Join to see) Talk to SFC Walcott with the 1984th in Fort Richardson. I have worked with her in the past and she would be able to point you in the right direction. She is awesome in being able to resolve these type issues.

He should have no issue being promoted. I went from E-5 to E-8 while on a combination of back to back MOB/COADOS orders. I believe that it is as simple as promoting the Soldier as any other Soldier on the PPRL. The Soldier doesn't necessarily need a vacant Paragraph and line number to fill to be promoted while I'm ADOS orders. Upon REFRAD the Soldier will have one year to find a vacant position to be slotted into in order to retain the promotion. The PPG excerpt may be the most recent guidance. The PPG is a living document that is basically the most current guidance due to the contact revision and updates to it.

If all else fails call HRC and get a direct opine on this particular Soldier. Here's and a few things I've learned since becoming a 1SG with Soldiers mobbed.

1. The mileage can hurt him, i.e., he put 50 miles and there's no slots in that mileage radius, then he can't be promoted. If you know there's slots in that radius there may be a UMR problem.
2. APFT expired in the system, check CSMM.
3. An old flag hasn't been removed, check CSMM.

If he is in a valid position, no problem. If he is mobilized in a position, without a valid slot then I understand why.

Most ADOS tours are not valid positions, just valid requirements which is why they are temporary fills in nature. Obviously I don't have the specifics to this case.

TPU soldier is on ADOS-RC orders for min of 365 days, max 3 yrs. Soldier is on PPRL, and promotable across the board. Soldier is being told ADOS orders are preventing the promotion orders.
My issue with this 'reason/excuse' is the personnel policy states otherwise (image attached).
How can active orders to support the Army's mission prevent career progression?

SSG (Join to see) - SGT Collins, I will email you tomorrow. I personally know the individual who works the PPRL at the 81st. Most likely once his orders are up, he will be promoted. Are you on global?

I can't find any reason for ADOS orders to prevent promotion. I don't think anyone would volunteer, if that were the case. Either way, accurate guidance on the situation would be helpful.

SSG (Join to see) - totally understand, had a Soldier in the same boat, but once I called my friend at the 81st I understood, but I will connect with the individual that handle the 81st PPRL. What rank the Soldier going to?

Does the SM have enough point and not flagged in any way? Somtimes, the unit MTOE is the only reason for SMs promotion to be delayed

As far as I understand, the 81st has not posted a new slating report recently, but the soldier should still be promoted as if he/she were drilling at their home unit. It may be easier to wait a little longer. I have a soldier (under the 81st), who has been on the PPRL for over 6 months now. I would double check the PPRL to make sure the soldier is on it, and then ask the soldiers unit to inquire about the slating report.

Reservists whether on ADOS MOB or COTTAD orders fall under reserve promotion requirements to have orders cut there must be a valid paragraph and line number for the orders to be cut normally they would be from the soldier's unit, however in mob or deployment situations in the heavy years promotions were not denied to deployed soldiers due to the op tempo. There were arrangements made between commands to waive the position fulfillment requirements. Then the issue became a long range plan than a short range or immediate plan. If the soldier is on the list and there is a position available in the 81st you should be able to et him/her promoted ASAP. But if the par/line number is in another command they will need to sign the letter that they agree to remain and serve in that position for 1 year and that they will sign the waiver that they are voluntarily travelling outside the 50 mile radius. Otherwise they will no longer be able to retain the position

I would contact your local ARCD unit, they are the HRC of Army Reserve if you will and have AGR soldiers that will be able to help you navigate this.

SGT Amy Collins, I was recently promoted, Aug of last year, while in ADOS. The orders came from my home unit and my promotion ceremony was done where I was stationed at the time. When my orders ended, I reported to my new unit. I did everything through my home unit though. I was helped, as far as putting my packet together, by both S1 shops but I was able to promote with no issues.
