Anyone have info on promotions as a TPU soldier on ADOS orders?

I have a soldier w/issues. The only reg. I have found is dated 1 JUL 09.
Soldier is on PPRL with his home unit (falls under 81st RSC). He is on ADOS orders at Fort Wainwright, AK as a military pay tech. Orders are a minimum of 365 days. He is getting conflicting information as to why he has not been promoted when others have, and how/what to do to get promoted.
The 9th (fort wainwright region) has openings in his MOS. He requested to transfer PPRL (per info off HRC, image attached), but it seems his unit is unclear of how to do this/unaware of this option. I am trying seeking the process (PowerPoint, memo, forms, etc) to be able to help them help him.

If there is no reserve Liaison I recommend you call the closest RSC and ask if you have a copy of LIST with the soldiers name on it you can contact the HOME RSC and Start squealing. The IG is a possibility if the RSC give you the run around. You only have 2 yrs from the list to get on or you start having problems. I just made the E7 list as an ADOS soldier I have to rattle a few cages but it will work as long as the soldier is eligible still No Flags or PT scores or unqualified in his MOS.

So far I've found out he's eligible across the board, orders aren't being cut due to ADOS orders. Which is definitely an IG investigation. We'll see if it gets fixed this week or I've advised soldier to seek IG assistance.

I've reached out and researched in almost every way I can think of, aside from maybe contacting the Deputy Assistant Secretary of Defense for Military Personnel Policy for clarification on the military personnel policy regarding TPU soldier promotions while on ADOS orders....
The only advice I have left for the soldier is: IG is the next logical step since the unit appears to be stating the ADOS orders are the only reason the soldier is not being promoted.

i thought that promotions at that point we still be done thru the unit that the individual came from. I was also under impresion that if you on ados , they dont wannna promote much since youre makin active duty pay?

The last part was my impression too. I interviewed for an ADOS position last week and one of the questions was whether or not I'd be up for promotion during the term of the orders. I had a feeling based on how it was asked and the positive reaction when I said I would not be that they didn't want to take on someone who could get promoted.

Although a 'promotable' soldier can and should be promoted by the unit, with or without assignment to a current unit slot, they tend to promote those performing BTAs over ADOS. This doesn't make it right but the unit believes they are taking care of 'their own' and view the ADOS soldier as someone else's soldier. I know this firsthand after being informed that the reason I was not selected for War College or promoted to O-6 on my first look was because I had been/was on ADOS and Mob orders in support of the conflicts. After I declined my last extension, I was promoted but by then, was 'too senior' for War College. Recommend using the unit chain of command to escalate as well as local RSC.

I would talk directly to the other unit's admin on this. This situation is new to me so ill follow the discussion to learn. Hope you get the answer you need SGT.

They can get promoted, sometimes the issue is they get promoted to a new unit

SGT (Join to see) - I'm with HHD 1984th USAH. Maybe you can help. There's openings with our unit, and 9th for this soldiers MOS. I'm helping our S1 who is trying to help him as well.
