Aside from AR 190-5, where can I find any parking regulations for Fort Bliss?

Looking for the fort bliss regulations on parking. Trying to see if there is more specifics than AR150-9. Little thing happened this morning. From what I've read there isn't supposed to be assigned parking. Not the point though. I accidentally parked in some 1SG spot for pt this morning. And he went on a rampage about how he "loves" providing corrective training for people parking in his spot. 1 it wasn't clearly marked with any 1sg, xo , commander. Like I get it you earned your "spot". But he then proceeded to trap my car in the parking lot and keep me 20 minutes after pt. To "suffer" with him. Like I told him I was sorry. Wasn't my intention to start off a Thursday morning parking in a 1sg spot. But now I'm mad too. There was no need for this. Tell me I parked in your spot. Tell me to be more aware of my surroundings. Tell me what ever your signs you have mean. And move on. My question now is what does the regulation say on parking in reserved spots?

For starters, it's FT Bliss....so there's you're first problem right there. That joke aside, if there is nothing specifically stated in AR 190-5, then it is a base/installation policy. Now, that being said, if the spot had NO CLEAR SIGN designating that spot is for that 1SG only, then the only thing I can suggest is you ask your 1SG to have a talk with this other 1SG that chewed your ass. And also remember where that spot is so you can avoid it like the plague and to also warn others.
Unmarked parking designated? He should have done what he did and that was to block you in forcing you to report to him so that he could get you on the right path, having you report to your 1SG. I don’t know anyone who would not have done the same or something very similar.
It is hard to believe that the space was not marked. The fact that you are asking about policy says that you likely were running late and recalled something someone once said about parking. Unless that 1SG did something illegal I would apologize and let it ride. It’s a good thing you didn’t park in the CSM’s spot, your entire COC would have been answering the mail.

I wasn't late. I was 15 minutes early to the report time. He walked up at 625 asking why I was in his spot. I was inquiring on parking regulations SGM that is all.
Maybe you should start with the Garrison Commandr5s parking regs, cause they differ from post to post. AR 150-9 won't be much help. Secondly, you were wrong, and maybe he was being petty. You did the crime even if inadvertently and suffered the punishment. Junior NCO's trying to escalate with Sr NCO's will live to regret it.

How is he wrong? What "crime" was committed? If it wasn't marked, it wasn't a reserved spot. "Because I always park here" doesn't make it "his" spot. If the base policy is he gets a reserved spot, it doesn't mean he gets to pick one out everywhere he goes and everyone has to magically know it's "his" spot.
