Are 24 hour duty days concerning enough to change. How would you implement the change if you were in charge to change it

seen this dicussion a lot. some people are on the side of changing it, some are on the side of leaving it alone. Bottom Line. if you could change it, how would you change it? if you were in charge of not changing it, why?
want some serious feed back. the "back in our day" answer justifies nothing. we are an ever adapting military and must be willing to change for the better. not everyone has a problem driving after duty, but if you could save just one life, wouldn't it be worth it?

Hypothetical Situation: SM kills SM after duty shift. After a 24 hour staff duty shift, PVT or SGT or LT Snuffy has to drive 30 minutes home to his home to rest. Due to extreme fatigue, he/she passes out, and ends up in a head-on collision with another car. Lets say it's a pregnant mother and child, who both die.<br><br>Who is to blame? Snuffy or command policy? <br>
