Are AF Occupational Specialty Badges awarded retroactively?

Each badge has its own criteria. You should look to the USAF's "AFI36-2903: Dress and Personal Appearance of Air Force Personnel".

SSgt Keith Stanton - Most OSB's are awarded based on achieving 3, 5, or 7 skill levels in a particular AFSC. Certain 'specialty' badges (such as the Satellite Systems Operations badge I wore) are awarded based on mission qualification for specific duties. Upgrades (ie: basic to Senior, Senior to Master) are based on time served in that specific duty. AFI36-2903 should give you better guidance than I can. Most of the information I have is from before I retired 10 years ago. Criteria may have changed since my time in uniform.

Thanks Msgt Holt. We are putting together a shadow box for a local 100% disabled AF Veteran who like me served in the 70's before the occupational badges were created or authorized. Thus we're trying to find out if he is entitled under a retroactive provision to claim authority to have it as part of his shadow box. He was a 7 level 43171F Aircraft Maintenance Technician (sorry, I don't know what current AFSC is applicable) I appreciate the reference info and will check that out. Have a good one

SSgt Keith Stanton - If he is entitled, there would need to be a correction of records done to reflect authorization to wear the device. Sorry I don't have good contact information for Air Force Personnel Center (AFPC). They would be the best option to determine what badges he would be authorized.
I'm sure the shadow box will be awesome with or without the badges. I suspect he'll be proud of the effort regardless.
