Are all jst hrs worth two points?

I added the points I had with my weapons card and jst transcript I submitted to s1 and they are not adding up, I was told every hr is worth two points so, i got 48 hrs but hrs not adding up

You're in the Army now, and supposed to be trying to be an NCO. Open the regulation and read it, then ask questions about what you don't understand. The internet is not an "EZ Button", regulations change quickly and the people you're asking might not have had to worry about promotion points for a decade or more.
I recommend that you ask your S1. Start with an S1 NCO. If you don't get a good answer then go to the SNCO for the S1. Have it explained to you in a manner that makes you understand.
