Are "cat scale" and "penske" certified for ppm/dity?

Yes they are and as you tagged Fort Hood, I assume that is a destination you need a scale for as well.
There is a scale on Hood you can use for free

you can use this tool https://move.mil/resources/locator-maps and find a scale at your point of departure or anywhere its convenient along the way.. the "before" weight just needs to be loaded WT, and I have done it at the destination as well as along the way..though it does raise some eyebrows and needs explaining. They see it so often that folks forget to weigh loaded at departure point its not a huge deal. If you intended to do that, weight after leaving, please call the Fort Hood transportation office and confirm that it is allowed. My DITY move info is a few years dated now....ok 13 years
