Are PCS awards only unique to AD, or do they apply to people in the Army National Guard?

I have a junior Soldier taking a promotion to an E-5 with another unit within the CA ARNG. He has been an outstanding Solider in my Platoon and one that deserves recognition prior to his transfer. I am nearly complete on his PCS award. I spoke to my Commander to notify him that he'll see it soon, however he told me that it is not a PCS award and that there are "specific" criteria to use that as a type of award. I am doubtful to what he said as he is changing his permanent change of station to another unit within the CA ARNG. He seems reluctant to approve this award. I tried looking it up in the regs but came up with little information. Can anyone tell me if PCS awards are only unique to AD or if it applies to my case at all? Should I just make this an impact award instead?

Unfortunately it’s up to the award approving authority. However, submit the award and let the staffing work it. Make sure it has a DA Form 200. You want to hold accountable everyone in the foodchain (recomend or approval)

Awards are driven by the climate from the approving authority. If the BC is in the mood he can hand out AAM's like candy.
I had a soldier literally get TWO ARCOM's from ONE exercise. The generals running the big deal exercise pushed out to all the COL's to get awards submitted for this shindig. So I pushed mine up, and somewhere along the way in our electronic world my DA638 was duplicated and sent to two different COL's. So it was approved twice by two different COL's with two different order numbers. Since by then it was iPerm'd and everything I wasn't motivated to undo it since it wasn't my actual Brigade command that approved it. I just let the soldier enjoy his ever so rare luck in the Army.
On the other hand, I had a soldier literally risk his life and personal injury to stop a knife attack on a neighbor. I had as supporting documents and witness statements from the Prosecuting District Attorney, the Property Manager and my soldier's neighbor who was an Active Duty USMC Captain. This was a perfect example for the Soldiers Medal (on par with Bronze Star in non combat operations in the civilian world). Nope, no movement at all. I submitted it twice through two different Battalion Commanders.
Don't feel bad about writing an award for your soldier. You just never know. Put him in for an AAM, and if you send it directly to the BC LTC and nothing happens then you know that is that (since he's the approving authority).

You can put him in for an award, but it won’t be classified as a PCS award. Relocations in the NG are considered voluntary. I would recommend impact
