Are there any colleges that will give in-state tuition to a veteran's dependent who doesn't live in that state?

My son would like to attend a University on the Mainland, and we live in Hawaii. I would like to see if any college or university will provide in-state tuition to a dependent of a veteran. I am aware of WUE and opportunities for veterans, but just not their dependents.
