A friend of mine is wanting to switch their mos to 27D, paralegal specialist. 27D requires a 105 CL and they have a 104. Are like point exceptions allowed for something like this? Thank you in advance.

You have to contact the MOS Proponent to request an exception. They'll provide you with a memorandum and that gets sent to HRC with the request. Although I think 27D is overstrength in the new out calls

I'm having an issue with this now, where the proponent has no idea what I'm talking about. Trying to get a memo my Soldier's IRR to SELRES transfer, but the proponent contact has no idea what either of those are and is less than helpful. Any advice?

SFC (Join to see) I think you're talk to you about a completely different proponent, and a completely different waiver. The MOS proponent set the minimum guideline prerequisites in accordance with DA PAM 611 - 21. They can wave things like granting a waiver for not meeting the minimum GT score by one point, or by granting a waiver for a non promotable sergeant into a MOS that only accepts promotable E4 and below. All that does is allow them you meet the prerequisites for training. They still have to be processed through their component, meet the strengths for slots available, or whatever guidelines their component has for MOS retraining
