LTC Mason, I'm not sure what a 74D is, but I'm a qualified Naval Instructor that carries a Master Trainer Cert. After further review it looks as though you have to be on active duty for this postion. Sorry, but I retired in 2010. However thank you for looking out for a fellow veteran.
