Are you prohibited from rating someone if you're double-slotted with that person?

My battalion S-1 is insisting that I can't be the rater of the WO1 who is double-slotted with me, even though I'm a CW3, and the detachment commander (since rotated out) asked me to. I can't find anything in the regulations that addresses this. Who's right?

I'm guessing that since you're double-slotted with the WO1, you are not their immediate supervisor. AR 623-3 requires that, for an OER, the rater be the supervisor of the rated officer for a minimum of 90 days. See paragraph 2-5.
