To my understanding in 2014 the army had an early separation program. Service members were allowed to voluntary ETS up to 180 days early if they had employment offers. Is this still in effect?

No, as SGM (Join to see) pointed out that was a Reduction In Force program in place during a drawdown. You can still leave 90 days early to attend school, or spend the last 180 days in a CSP

2014-2016 was a large drawdown from the peak of the ramp up during OEF-OIF.
You only see early outs during a drawdown.
You can, however, spend up to your last 180 days in an approved internship.
