As a prior-service 13F who is looking to go 18X, if I am a a non-select, will I go back to 13F?

I'm a prior service 13f, and almost out of the IRR. If I can secure an 18x slot when I'm finished with my degree and for whatever reason am a nonselect, am I more likely to go back to 13f since I am already MOS qualified, or be needs of the Army? Will my 13f MOS disappear after my IRR time?

You'll go to whatever the Army chooses. Since 13F are pretty under strength in the Army, that's a possibility. But you'll also start out in Infantry OSUT so you'll have that MOS. But the Army can choose to reclass you to a Cook or Laundry and Bath specialist if HRC decides that's the MOS they need.
Better option is you skip the 18X BS enlistment, pick a job you're willing to fulfill on a contract, and go to SFAS when you finish AIT.

Your mos remains your MOS. Why not just attend selection and take the guess work out if it ?
