As a senior rater, what kind of successive assignments would you recommend to someone who is receiving a negative NCOER?

I can not confirm or deny a SSG's NCOER once had "CQ runner" & "BN Staff Duty runner" & "Housing NCOIC" as next duty assignments

It would depend on why the negative NCOER in the 1st place. If it is following at their current position, you do not recommend advance but either retraining at current position, or even different MOS. I do not admit to civilian, or mess kit repair man either.

I would echo the comments that say that there isn't enough here to give direct advice, but I would say that if they were unsuccessful in a responsibility, direct them to areas that they've succeeded in previously.
If they failed in leadership, direct them to positions where they can be supervised and contribute as a team member.
If they failed in a duty assignment, direct them to a different one where they can find success.
If they are a turd, direct them to the exits and ensure that they find a date with QMP next year.
The big question is whether this is a one off failure or can they be rehabilitated and continue to serve successfully. That will tell the tale of what your rating should say.

I agree with 1SG Healy on this. Ask the Rater to review the NCO's previous counselings to identify areas where positive and note worthy actions were observed. Focus on lateral or successive assignments based on that. However, if the NCO is a negative impact on his/her team and beyond saving, then you and the Rater may need to help encourage that NCO to find the exit and take it.

That really depends on if you think the negative NCOER is warranted (either you're giving the negative ratings as the senior rater, or the rater is giving the negative ratings...but you agree with them). If that's the case, I'd select lateral or lower-level positions. If you disagree with the rater (who is giving them the negative ratings), then go with higher-level positions.

I have a question about my own NCOER. I am receiving a good rating over all from rater, and senior rater. Far exceeded, and Highly Qualified. Except my successive assignments are NCO Academy SGL and PSG. My last NCOER has 1SG listed as successive assignment. I feel like this will really hurt me, because SGL isn't even a successive assignment. It is a broadening assignment. Any advice or opinion would be appreciated sir.

SFC (Join to see) - I'd love to help you on this one, but the NCO career development questions are a little out of my lane, considering that I've now been out of the inventory for ~6 years. Regardless, it seems like you're thinking about this correctly, as it seems to me that those assignments don't appear to be successive. I'm not so sure they'll "hurt" you, but they definitely won't "help" you (which is what you want). I'd ask your rater and senior rater if they'll make that change for you. I'll also ask SGM Erik Marquez to weigh in on this one. He might have some good insight for you. Best of luck to you.

Well 1st thing that comes to mind is your second to last rater did you no favors .
as a Sergeant 1st Class E7, a next successive assignment can not be First Sergeant, E8.. They might as well have recommended you be on the Next Mars Shuttle mission.. It was a wasted opportunity for your rater to showcase where YOU could best serve NEXT in a successive position. Not a possible future position some years down the road IF you are selected and promoted to E8, and IF you are selected for a 1SG position by your local chain of command.
So as a SFC NOW, three successive positions in the current and next higher rank might be literally what you go to the day after this rating period, what you could be trusted to after that in the same rank but with more responsibility, and then a likely and attainable position in the next higher rank.. which is not likely a 1SG, but a position as an E8 Master Sergent.. say BN Ops Sergeant.
All that said, there are no hard and fast rules to this.. and I dont know what has been put out to Senior NCOs by the SMA in that last 2 years.. Perhaps he told the NCO corps, use those blocks to tell readers the most responsible position you would ever suggest for the rated SM?? Perhaps the SMA told senior NCOS, forget the instructions and do it "this way"
