I have a pending surgery. My CSM told me that he wanted me at his board this month, he talked to my NCOIC (SFC) and all was supposedly set. Today ( less that 24 hrs) my 1SGT told my NCOIC that I will not go because there was no packet ready. When I am certained that it is done but the whereabouts of such packet is unknown to me.

I don't know if you did so or not but for future reference it's always good to make two packets. One to turn in and one for yourself in case, as in your situation, it "gets lost".

With all due respect to your CSM, that is not his call. You should be counseled on a monthly basis on duty performance, promotion eligibility, and whether you are recommended for promotion. No offense but you are just a snapshot to your CSM. Your immediate leadership knows and has counseled you on what you need to do to be a successful NCO. if these points are not in your monthly counselings, your leadership is failing you. You then have a legitimate issue to bring higher. Packet or not, if your name is not on the MOI for the board, there is a reason. Good luck on your upcoming boards buddy. Just make sure you take care of you and hold your leadership to the standard that you feel you need to be successful.

Noel, That's not how the program works. Future reference, if the CSM invites you to a board go see the 1SG and let them know what has transpired. There is a boat load of tasks that are the 1SG responsibility to ensure are done before anyone goes to any promotion board for SGT and SSG.
Did you ever go to PAC and review your packet or provide any documents to anyone to put in the packet?
Sounds to me like a miscommunication, and yes the 1SG can keep you from going if your packet isn't in.

The more I think on this, what's the CSM doing designating you for attendance at the board and asking you directly anyway. That's the kind of thing zebras talk about in private over coffee and the troops never know the conversation occurred.

CSM thank you for your reply. Yes There was a packet done but after it got to my NCOIC hands I lost track of it. My NCO channel up to the NCOIC new about CSM request but apparently 1SG never knew anything about it. So definitely a miss communication at some point. Thanks CSM

CSM Richard StCyr - It sounds to more like a passing conversation then an invite.
A motivation tidbit, a word of encouragement. all mistaken for a personal invite from the Command Sergeant Major that KNOWS he does not know enough about the day to day accomplishment (or failures, needs for improvement) of a specific lower enlisted SM who is not in his direct observation.
we are not talking about the G3 Ops SPC he sees at every training meeting, in the TOC at all hours, on the radio receiving and passing info, on the CPOF being the G3 SME CPOF wizard, or the go to DTMS guy he tells company 1SG to go see to fix things.

So yes, the company 1sg can,will and is duty bound and responsibly to A: recommend the SM when they feel the SM is ready and shows potential for further responsibility and B: ensure the promotion board packet is complete and accurate.

That ends it in any case, regardless of the WHY, the packet was not present, complete and accurate and it is the 1SG responsibility to ONLY allow those attend the board whose packets are complete and present.
Further, the board could not have boarded this SM even if they wanted to, with no packet for them to review, no promotion point work sheet to annotate results.

That said, Has it been done? Well yes of course in weird and rare cases.. I know of one... While deployed, the patrol bringing the SM to the board was hit, likely it would get hit again going back to the COP. The CSM told us, board him, write your notes on the back of an MRE box if you have to, and lets get this SM back in the fight. We will fix paperwork before, during and after he has been boarded. We were not going to ask that SM and his platoon to risk their lives again for a second appearance because a packet was misplaced

SGM Erik Marquez - Roger, I believe something was said in passing or as a motivator and it got spun out of control.
This was one of those that just got my WTF meter pegged.
I liked your last paragraph, that's the way to take care of the guys and get things done.
