Can a civilian become accepted to OCS, if the person in question in the last two years completed treatment in rehab for alcohol use disorder? That is my damning quality about myself. Other than that I have strong a Academic Background and proof of high moral character.

If you have alcohol related offenses documented, you'll bump into a problem. If you are in a treatment program, it's all about what you disclose as you put a packet together to submit for selection. Remember, your competing with applicants around the country, so preparing your packet along with your record is what explains you in a board packet. Talk to your Army Officer Recruiter to answer these questions.

Pretty sure you have to be enlisted into a military service first. I've never heard of anyone going directly into OCS. I have heard of direct commissions to officer grade for those with Master degrees, PhDs and people that run businesses. - but not from the street.

partially true. You can apply for OCS off the street, at least in the guard. You just have to go through basic before you start OCS. I've known several officers who claimed to be "prior enlisted" because they went through basic training prior to OCS but never actually served a day as an enlisted troop.

LTC (Join to see) Rgr Sir, same for AA and USAR. All Soldiers enlist, they attend Basic as E-4s, then OCS as E-5, and commission once complete. This way, if they drop out, the Army keeps them for 8 years as enlisted.

2LT (Join to see) - roger. so "technically" you do have to enlist prior to OCS but you are only "enlisted" until you finish OCS. There is no requirement to serve any time, other than training, as enlisted. Though, I personally think there should be. Most, if not all, of the best officers I've ever dealt with had been prior enlisted for at least 4-5 years.
