Also can't have appointments until after 1300.
I am under going MEB and my command has said no appointments until after that time

If your command has a written policy on appointments then yes that's their policy. If none is in place then the answer is no. If they can show you a written policy that restricts when you can have appointments then take a copy of that to IG and your ombudsman at the hospital.
As for the MEB, your place of duty is whatever appointment your PEBLO has scheduled or directed for you. Their authority over rules your chain of command in that area. If you're having friction between your command and your MEB appointments, your PEBLO can make a call and get it straightened out.

Sounds like the Doctor doing your MEB and your Commander need to have a talk.

For reference material: AR 635-40, Section 2-6, Subsection B.

I would try and schedule all appointments before 1300, but if none are available then that is when the Doctor will need to chat with your Commander.

SPC(P) (Join to see) - Communication and deescalation is going to be key. Certainly make all attempts to deescalate and make appointments prior to 1300. If they cannot, then sit down with your Leaders and explain that all honest attempts were made but no appointments prior to 1300 are available for these sessions that you need to complete. Plus, again, having the office of where your appointment is at, speaking to your Commander on your behalf explaining the no availability of anything prior to 1300 could help.
