If you're not flagged, I don't see why it would make a difference. I've served with a number of people who have been on permanent profiles and had VA ratings and they still got theirs. Maybe something has changed in the last 4 years though.

As long as you are not flagged you cannot be denied an award you were recommended for. However they do not have to recommend you for an end of your award.

You could be denied a recommended award because the approving authority said no. At least, that how it worked in my army last century.

MAJ Ronnie Reams understood I meant that if the approving authority signed off on the award your command could not deny you the award.
