Yes. As long as the Soldier is not flagged or otherwise ineligible for Favorable Personnel Actions. Your references for this are AR 600-8-2 and AR 600-8-22.

SSG (Join to see) caveat to SSG(P) (Join to see) idf the Soldier is flagged, the award can be processed if it is for valor and heroism. So ARCOM = No Go. ARCOM w/V = Go.

True! But to caveat on that... If the Soldier was flagged for misconduct (other than APFT failure or ABCP) during the award period, then no awards are authorized. If there was misconduct during the period of the award(s) it/they can be revoked on that basis.
