I believe the correct approach here Should be that the senior NCO can and should have a professional conversation with chief when he finds him

Yes. Actually I have been tasked by my Executive Officer to give him a monthly counseling. There are no rank requirements as far as who can give a counseling, also it is used as a mentorship and to assist in training and expanding the officers knowledge of the job your in.

Not a written counseling. He can request one from you, but that is something he is asking for to help in his own growth. An NCO cannot write one for a perceived UCMJ violation. The counseling form is for subordinates. It says that on top of the form. Even IG has said...no. What you are doing with your XO is different.

Not all counseling is for subordinates. My XO wanted me to counsel him monthly just for the simple fact he wanted to know what he could be working on and what he was successful at. As far as a UCMJ counseling, no NCO's cannot write one for an officer, that's all the commands job to do not the NCO.

Not unless the E7 is in charge of the CW4. It would be inappropriate. The E7 should take it up with a full-fledged Officer.

Lets remember the NCO Corp is a professional organization and is meant to support each other; in my feelings when an NCO has to write a counseling statement on another NCO then we have just failed as an NCO. A Warrant Officer is knowledgeable branch but he may not know everything; every now and then we need a kick in the ass but not to be humiliated in front of others. Am I wrong?

Have I gotten a kick in my ass from NCOs before? Most definitely. Take me aside, let me know where I'm wrong, and we adjust and move on. That's very different from attempting to give an officer a written event oriented counseling statement. An officer is not the subordinate of any NCO.

Yes. In that case it would mean that the E-7 has positional authority. The one thing that he/she would have to be mindful of the warrant officer's rank.

Officially no, of course not... but we don't need paper to counsel peers or officers. I mean this coming from a position of respect and trying to help someone who may be stepping on his crank or who's performance is hurting the unit.

I agree with you...setting an officer straight is different from trying to do a formal written counseling.

Simple answer no. If however the E-7 felt that counselling needed he could take it to his 1SG who would review the issues and potentially take it to the CO, or Staff Section leader (G-2 or some similar situation) and they can handle it, but woe be unto that E-7 for retaliation purposes should the CW4 decide to return the favor.

With the answers that I saw, almost everyone said NO... So my question is what if the Counseling was to be a positive one? On the other hand everyone is quick to throw the NO out there. But let's say an NCO wanted to recommend and O for an Award, can that be done, and accepted/approved?

I taught at the AH-64 MTPC from1989-96. I was kinda surprised how many pilots didn't have a clue how a turbine engine worked.
