Absolutely inappropriate. If an E7 has an issue with a CW4 he should address the problem through his NCO chain to the CW4's rater.

I will say the answer is yes, so that the CW4 may check for spelling or grammatical errors.

This must be an Army issue, because I have never seen or dealt with this in the Navy or Marine Corps. However in the Navy, I believe this is a very unlikely situation because even if it did exist, with the E7 (Chief Petty Officer) in a positional authority, he would report it to his Chain of Command and would let the Officer Ranks handle it, but only if the Warrant Officer (CWO2 - CWO5) refused to listen and prevented the CPO from performing his duties. The Navy's Warrant Officers are grown from the Chief Petty Officer (E7-E9) ranks, and the Chief brotherhood is still instilled in the CWO ranks. Because of this brotherhood, this is a very unlikely situation.

I never believed in all that written bullshit. I can count on both hands the number or written reps I wrote during my 24 year career. More often than not, I gave my troops the option when they screwed up. Spend the weekend painting, cleaning, doing the grunt work in the workcenter, or write them up and forward on. They always took the additional work. Take away a troops' freetime, you get their' attention
