Lol. What reason would he have to do so? On what occasion other than classroom would a Non Comissioned Officer give Comissioned field grade officer a counseling? I would be interested in what regulation supports that action.

an NCO can conduct developmental counseling with any Soldier provided that it is done in a professional development manner from the standpoint of a subject matter expert, or if that NCO is operating on the delegated authority of an officer / is put in the role as a supervisor or trainer due to their expertise and experience within the field. there is no regulation that I have seen that states that developmental counseling goes strictly downhill.

No they can not, not pen to paper but counseling is a leadership thing and if the intent of the Senior NCO is give some mentoring then yes, if done tactfully. Off subject, when I was a PV2 at my first duty station back in '88, I witnessed my then 1SG lock up a 2LT and chew him out. Funniest counseling session I witnessed up to that point in my young Infantry career. Most of our Senior NCO's were Vietnam Vets and they didn't play and had no tolerance for fools. Later on when I was a SFC 18D, I witnessed a CSM at the school house chew out a MAJ, less funny, more awkward.

Oh, I agree with the mentoring and in some very few cases chewing their ass. As a W3 I did once to an LT. As a W2, I ended up getting into the 1 Cav Division CSM's ass. He tried to do it to me in front of all the enlisted and my fellow Warrants. Oh hell no.

If you mean on a 4856: The answer is a resounding no.
On the form under "principle purpose" is the answer.
That form has read that way since at least 1999 in FM 22-100

Which as a very random aside was the last leadership manual the army used that contained the full text of the Constiution.

When you say counseling it could mean just good advice. If you are referring to a written correction the answer is you can write one for anyone but it will not be considered official but more for personal record. A junior can very seldom counsel a senior unless they are given authority from someone in a command position on behalf of. A example would be PT. Even though it is NCO driven if there is a failure in the Officer ranks the counseling generally will have to be signed by a equal or higher ranking officer. I am pretty sure it is the same in the NCO structure as well.
