You need to look at it from the AD Navy and Naval Academy perspective, not just AR600-20

I answered a similar question Army Reserve Enlisted and a Coast Guard Academy Midshipman. Hard no by the USCG, specifically enumerated in their regulation.

The Navy, and especially the Naval Academy, have differing rules and regulations regarding fraternization. Understand that being a Midshipman is a recognized rank in the Navy.
