Can anyone enlighten me on the policies regarding spousal appointments relating to EFMP?

I have EFMP and am trying to go to an appointment related to it for my spouse. But my leadership is giving me troubles because I also have a FCP. When I was initially counseled on my efmp, I was told I would be able to go to any and all efmp related appointments. Is that not the case or am I missing something because I searched the Regulation.
