Can HRC lie to soldiers waiting for transfer orders?

A soldier that has been waiting for transfer orders over a month is told different information about orders. Gaining unit tell soldier that it’s up to HRC. It seems HRC is not assisting soldier in his transfer. Can gaining unit or former unit prevent soldier from transferring even though both signed off on his DA Form 4651.

MAJ (Join to see), first I'd like to address the title of your post. How exactly do you think that HRC is lying to Soldier? I assume it's not just hyperbole and that you have something other than "the orders haven't shown up so OBVIOUSLY HRC is lying about it". Is there a specific lie they are telling or is it just that all of HRC are a bunch of lying bastages?
Of course, not knowing the specific lie that HRC is telling, it's hard to tell you if they can or can't lie.
Where is the 4651 at? Again, based on the title, you seem to know it's sitting with the HRC approver, who just doesn't want to help, and not on someone's desk, stuck in a bureaucratic process, or, not that this would ever happen, it wasn't submitted correctly and can't be acted upon in a timely manner.

The answer is why would they. They have nothing to gain. This is an easy fix, ifvtgey are not responding the CSM has the right numbers to call to get this figured out at worst, if at HRC, it is in someone’s que, who over looked it or is being lazy.
