I was supposed to get my 4 in August but they keep denying because I’m always at appointments Because I’m going through a MEB

By the way, for your next counseling regarding promotion, if they haven't specified why you haven't been given an automatic promotion, write that on your counseling statement, and repeat until you have an answer in writing or the promotion.

If the promotion is with a waiver, they do not have to approve a waiver for you. If you have met time in service and time in grade then they have to do a formal counseling to let you know why. The command would have to deny the automatic promotion and submit paperwork to stop an automatic promotion. If this wasn’t done and you have the time in service and the time in grade for promotion to E4 they would have to promote you with the original effective date. I hope this helps, good luck to you....

If you are going through an MEB, in all odds you are not going to get promoted.

If I understand things correctly... promotion to E-4 is automatic in the Army and Air Force (not sure about Navy/Marines). Unless there is a flag on your record preventing it, I'd say your command owes an explanation. They may be using the logic of "well, he's going through MEB so we're gonna lose him anyway" but they still have to justify in writing why the promotion is being withheld.

I'd tactfully ask to speak with your 1SG/CSM and Commander and have them explain their decision to deny the automatic promotion. Assuming you've met the TIS/TIG requirements, they must justify the withholding. Better yet, have your PSG find the answer or go with you to the Commander's office. That's his/her responsibility also.

If you cant do your job why should you be promoted? Legitimate question you need to be able to answer if you want your leadership to change their mind.

Are you barred or flagged? MEB is a process not a given, it is doubtful a command would illegally withhold promotion, too much at risk. Simply as to speak to the command team and ask straight up! Thank you for your service.

For the record, your commander knows that you are eligible for an automatic promotion because he signs the promotion list monthly, so when you do your open door have that in mind, so you understand he also could have fixed this. Your commander is not your advocate in this situation

1SG it’s something like. That I’m not able to attend training do to having so many appointments so I’m falling behind my peers in knowledge and training

Promotion to SPC is automatic. If you have no flags AND your counseling doesn't specifically state you will not be promoted and specify what you have to do to be promoted, Request Open Door with Cdr. If that doesn't fix it immediately, request Open Door with Bn Cdr as soon as your meeting ends with your Commander.
1SG is going to be pissed, but he should have taken care of this.
