Can I be denied a promotion for going to my appointments?

I was supposed to get my 4 in August but they keep denying because I’m always at appointments Because I’m going through a MEB

My first line doesn’t know why either, my 1SG just tells them to so they write the counseling’s.

Are you currently flagged for PT or anything really? Are you talking automatic promotion or waiver? And if you are always at appointments what warrants a waiver be approved for you?

SFC, it was supposed to be an automatic in August but they blocked it because I was in the hospital so now I would need a waiver.

There are many things that can cause a Flag for favorable actions, but there really should counsel you on it.
For instance, you say you are in the MEB process, has you condition caused you to fail part of the PT Test? That is one that will do it right there unless you have a profile for an event.

If you were in my Platoon, while I was active duty, I wouldn't promote you either, but would give it too one of your ABLE-BODIED Peers...simple, you're on borrowed time, and serve no future purpose to our mission, you are done, stick a fork in you...

Well as much as that helped me in finding out the legality of my situation, I agree if there were other people eligible for promotion to SPC they should get it before me I never said they didn’t. If I would have gotten my 4 when I was supposed to it wouldn’t have interfered with others promotion because it was supposed to be automatic. But if you would like to continue to be unhelpful please be unhelpful with someone else. Thanks.
