Can I dispute or remove and improperly done NCOER?

Before PCSing and re-earning my stripes, I received a demotion a couple months prior to my NCOER being created and due date for it making me a SPC . The constant doesn't matter but I was rated as a specialist on my NCOER . demotion was in December NCOER was given to me to sign in February or March . my question is, is it valid if I'm not currently holding an NCO rank to receive an NCOER , is having it say SPC make it invalid and if so how do I have it removed from records?

If you were reduced to SPC from SGT during the Rating Period, a Change of Rater NCOER is mandatory. The NCOER is to reflect your new rank with date of reduction. This is the briefest response I can give. For specifics, see AR 623-3, section 3-41

I do not know what you did, nor do I care. It is relevant only in that it shows you screwed up, and that your current rank shows you have recovered. However....
If you want to make a career, you have the deck stacked against you, now. You now need to be leaps and bounds above your peers. One of the easiest ways to do this is to know your regs - especially the ones that directly affect you and your Soldiers. All of the answers to your questions posed here can be found in AR 623-3. And, honestly, you should already have a pretty good idea of what they are, and just be referencing the reg for confirmation or specifics.
By all means, feel free to reach out to this community, we have a wealth of knowledge, and MSG (Join to see) *has* provided you with expert guidance. I do not want to discourage you from reaching out for help - here, your peers, your supervisors, wherever. One of the greatest mistakes we can make as leaders is thinking we don't need help or that we can never ask for it. But..... the fact that you needed to reach out for help on this one tells me that you probably need to hit the books a little bit harder and work on the "know" of your "be, know, do."
I am not saying this to belittle or discourage you in any way. I am trying to show you where to work to make yourself the best NCO you can be and help you grow stronger and farther in the Army career path.

Any mention of unproven derogatory information in an evaluation report can become an appealable matter if the derogatory information is shown to be unfounded.
For all evaluation reports, if previously reported information later proves to be incorrect or erroneous, the Soldier will be notified and advised of the right to appeal the evaluation report in accordance with chapter 4.
