Check the website for a rapids station. You can go to any rapids station but some require you call ahead and schedule an appointment. I would advise calling whatever one you plan to go to to make sure you have all documents they require so you have your ducks in a row before you show up and save yourself some grief.

Yes - service members can use any DEERS office. https://idco.dmdc.osd.mil/idco/ to find closest office/make an appointment. Offices may be by appointment only due to covid.

I recently did this. Yes, but you need to call and make an appointment due to COVID. Also, be sure to bring all of the correct documentation.

Bring all of the documentation - and then some.
Social Security Card
Marriage License
Driver's License
Your SSN, DoD ID#, and DOB
and if she has already changed her name, proof of name change such as
Old license / new license
Social Security Office memo
Court Order
utility bills with old name and new name.
The Website SHOULD be up to date with required documentation, but it is better to have and not need then need and not have.
Also, check the particular installation for base access requirements. Most require only a valid driver's license and insurance on the vehicle (assuming she is driving herself), but double check to make sure she can actually get ONTO the base.
