Where i do not understand the nature of your complaint As it was not disclosed I will give you one piece of advice.
If you’re taking a complaint to the IG and it is not a legitimate complaint showing cause and action you could find your self on the end of a long road back if you ever do get back.
If your just mad at some one go scream at a another same rank and vent if you have too.

Sgt. Theman...every service member has the right under AR 20-1 to see an Inspector General "without repercussions." Anyone acting against a service member for seeing an IG will find themselves under scrutiny by representatives of that same IG office. We always inquire to ascertain whether or not a service member has seen his/her CoC first, and if not, will discretely steer them back in that direction. Hope this clarifies any thoughts of "getting even" out there.

IG Complaint can be done bur any service members, as an example Fraud waste and abuse, that one. EEO is based discrimination based on race, sexual orientation, religion, which full under EEO. Remember once you report it you will have to be interviewed by the Special Agent.
