As many people with knowledge have already posted, the answer is yes, you can IG everyone and anyone. As a 1st Sgt I will caution you to make sure you have your ducks in a row and make sure you have tried everything to correct whatever it is that is the issue. This includes utilizing your Chain of Command! Lastly, I would caution against writing too much on any social media, to include RallyPoiint. Once it is written it can be used for you or against you.

There was a lot of great advice given to you in these comments. Details of the incident are not exactly relevant on this thread. If there is a violation of a policy or regulation then you can file a complaint. Be specific with names not positions. Depending on the installation it would most likely be referred to the next higher Commander or even Brigade. The most important accurate comment that you received was give your chain of command the opportunity to fix the problem first.

SFC (Join to see) - Well the form is not on FormFlow however it should be. Have you ever read the book Atlas Shrugged Robert? I feel if an actual U.S. Army Staff Sargent is asking this question we are approaching a panicle of mediocrity. I ask you in all seriousness what are we coming to when this crap comes up? What ever happed to just do your job, suck it up and drive on. I know that when I a lowly E-3 I whined and I bitched with my fellow children about such things. However when I was looked to as a leader I had to put away my childish things. As a medic I never whined about my fellow soldiers or even civilians for getting blood on my BDU's.

SPC Frank Fasano if you are stupid enough to think getting blood on your uniform is something that gets an IG complaint, you're not worth the time to respond further.

SFC (Join to see) - BOB, Thank you for your opinion. I was talking about the burden of leadership. The burden of leadership must be a concept that you do not comprehend. Best of luck to you in all your future endeavors.

Depends upon which IG and the reason whether it is the right place. The Army IG or DOD IG could handle or refer to someone else or do nothing. Here are the caveats attached to most requests to be confidential:
"If you request CONFIDENTIALITY, we will make every effort to protect your identity from disclosure; however, we cannot guarantee confidentiality since disclosure may be required during the investigation or in the course of corrective action.
If you file your complaint ANONYMOUSLY, we will not be able to contact you to request additional
information or to give you the results of the investigation. You may consider establishing an e-mail
account using an internet service provider to submit an anonymous complaint; however, we will not
respond to anonymous complaints submitted in this way since we have no way of verifying who you are."
The IGs are under no obligation to tell you the results of an investigation IIRC.

Allow me to make some clarifications here.
First if it’s filed with the wrong IG they will reach out to you and let you know they are the wrong one and will direct you to the correct one.
Second if you file with the DOD IG they will defer to the local IG office and have them contact the complainant.
Third the IG will keep you in the loop as they may need additional information and clarification of the complaint.
Four the they will tell you of the outcome because, while the IG works for the General, they also work for the person who filed the complaint.
Now, the IG can’t give ANYONE orders to do anything. They will provide guidance to the person filing the complaint and if things are not moving they act as the big boot to get things moving.

SFC Ken Heise Having been Aa Project Manager and Technical Director for two statutory IGs, I can tell that they don’t work like military IGs. I’ve worked many hotline complaints or had my staff work them. Yes, sometimes https://www.google.com/amp/s/stationhypo.com/2016/06/01/remembering-sp4-james-t-davis-usa-kia/amp/ but not always, the DOD IG will farm out some complaints to CID, the Command’s internal review, or Army audit. Statutory IGs have zero obligation to work with the complainants or even tell them it is working the case.

SP4 James T. Davis, USA, KIA June 1, 1936 – December 22, 1961 One of the first Americans to be Killed In Action in Vietnam. SP4 Davis was a direction finding (DF) operator.

In 1977 I filed an IG on my CO. I was right about the complaint. He ended up in the BN CO's office getting chewed out, up and over.

Remember that IG is the DOD equivalent to the corporate internal auditor investigator. File your IG complaint if the matter includes a violation of established policy or procedure. If no violation occurred and/or the policy/procedure is functioning as intended then the investigation will result in no findings. If however a violation or break-in policy/procedure recommendations for correcting that will be made to the appropriate command level along with notification of if the failure was deliberate or not. Then it is on that commander to determine the appropriate corrective action if any is to be made.
