Can I invite someone from outside the country to come to the US to file for marriage?

I met my girlfriend when I was deployed in Korea Camp Humphreys.
Now I am back to Fort Bliss, I am asking if there is a way to invite my girlfriend legally
to USA so I can file marriage. (This is not a immediate decision, both her and my family also agreed on us) (She is citizen of Korea, but she used to have F1 Visa (now expired because she moved back to Korea)
and studied in USA. She was also my high school friend back in LA)
If there is, what are the procedures and documents that she and I need to prepare?

To clarify, you actually met her prior to service while she was in LA with her F1 Visa? You started dating her when you were stationed at Camp Humphreys?

I have some friends both in Korea and from Korea... Let me see if they know the answer to this.
