Can I still get promoted to SFC with an Article 15 and a GOMOR? If so, what should I be doing?

I got an article 15 back in 2012 for DV and a GOMOR back in 2015 for a DUI. How can I overcome this? I just reenlisted indef. I have 13 years in.

Here are some thoughts. DA Centralized boards (panel members) 'Must' view restricted files. Any negative items in your file must be viewed prior to voting the record. Having said that, the process it to take the total Soldier into account. If you are qualified to continue and your career field needs you to be promoted, you will be. The next time your records are voted you will be able to go to Army Career Tracker and see where you are with relation to your peers. If you are 499 of 500, you might want to prepare to retire as a SSG. On the other hand, if you are in the top third you may consider continuing your service. If you are otherwise a good Soldier (high PT, good education, well enumerated on NCOERs etc.) and I was voting your file I would ding you for the GOMAR and the Article 15, but not so much as to put you below the line (everyone makes mistakes and this is not a zero defect Army). If you are going to continue, I suggest you work on being the best Soldier / leader you can be. Work on your education, your Soldiers and your mission. You want the voting members of the panel to see your file and be Shocked that You ever had an issue and see it / them as an anomaly from the distant past. Also, keep it together. You can't afford anymore negative paperwork. Good luck to you.

SGM (Join to see) I am going through a similar situation with a more current time frame. My 8 year career as a 13 series has been outstanding, 4 out 5 NCOERs are MQ, currently a DS and won my Drill Sergeant of the year at my installation, high PT etc. I understand standards are standards and there are no excuses. I had a lapse of judgement a couple months back and got a DUI and received a permanent GOMOR recently. My first look is in February, with the new promotion system. Should I expect and prepare for QMP?

Sorry to hear about your situation. I'm assuming you got a RFC NCOER to go with the GOMAR and a PCS or change of unit is pending - I suggest you speak with your CoC or get some legal advice. You could also reach out to HRC and speak to your branch manager for some insight. My best estimation is that your records will be reviewed for QMP, however you should know that in advance. You could also check with retention and see if there is an in call (or out call) for 13's. I suspect there is not an out call. That may make your stellar record carry more weight and make it more likely for continued service. If I were a betting man, I'd say you won't get selected for promotion - but are better than a coin toss to continue service. Check with a 13 series SGM / CSM and see what they think. One of the nice things about the new system is the ranking. If you are ranked low this year, are retained and continue service - you'll be able to see how the board treats the GOMAR over the years. If you continue, you are likely to be bypassed by some of your peers. Be prepared for that. Having said all that, I personally know high speed folks with a DUI that got chastised and still made it to MSG. Quality troops too. As I said before, the U.S. Army isn't a zero defect Army. For starts, do not get any more Article 15s, GOMORs, or DUIs. Not certain what DV means, but if it is domestic violence, you should have been separated, on top of that three years later a DUI? You are lucky that your chain of command did not separate you for patterns of misconduct. Next, you must be the model NCO that you are expected to be. You must work your tail off to ensure your NCOER Senior Rater comments are strong enough for the board to select you. You must be volunteering for the hard tasks, earn an AA, Bachelor's, or Master's degree, get all the additional duties you can. If you have a domestic violence case in your records, the board will be able to see it no matter what.

There's a myth that the board cannot see your restricted file, and that is not true. Board members can see anything that has been loaded into iPERMS at any point in a Soldier's career. Go to board file and what's posted there, ho to IPERMS and check. Bottom line is, the board looks at the whole 360 concept. If the DV happened in 12' and you were rehabilitated, great. It may not matter. The DUI happened 5 years ago, you completed all requirements for SUDCC and ASAP, great! You might be considered for continued service. Continue to do what I recommended you and stay away from trouble. A SSG should be mature enough to make sound decisions.

If you get retained at the fiscal year QMP board, you shouldn’t have an issue.
