Im on a joint base and my leadership here are failing me. I submitted my ncoer before my thru date. Its been more than 90 days and it still hasn't been signed even though I stay asking about it from my PLT SSG. I would like to know if I could use a draft copy to submit my reclassification packet should incase they happen to sign it in the next few days. I stand to be corrected but HRC takes a while to populate NCOERs on iperms and the deadline for my packet is due 3 weeks. Somebody please advice on what to do.

You can include the draft copy. It's fine because if it's a draft it's already what your rater wrote. It doesn't take long for NCOERs to populate it really just depends. Sometimes it's days and sometimes it's weeks

First, if I were you, I'd start making use of the open door policies to get your NCOER dealt with. But more to your question, who is the authority reviewing your packet? Do you have the ability to speak to the person or office it will be submitted to in order to ask them if submitting the draft is acceptable? I obviously have no clue as to the correct answer. I'm just tossing stuff out there.

Take the following steps. Go to your PLT Sgt and inform him or her that the due for your pack is 3 weeks. You submitted your NCOer, that is problematic in itself as your supervising NCO is supposed to do that. Why are you doing it? At any rate inform your PLT Sgt that if there is nothing done in 3 days you will be going to the Co 1st Sgt. Make sure that you have all your paperwork in order as to when you submitted it and how long it has been before you see either of these individuals.
