Can MEDPROS being all green be used as a metric for whether leave will be approved or not?

So I've dug in AR 600-8-10 and it doesn't have any answers as per approval reasons. Now we're looking for actual regulatory guidance on if it can or can't, regardless of "it being a Soldier's responsibility to stay in the green". Can being red on a MEDPROS category officially be means to deny leave.
The issue is not that a Soldier shouldn't have to stay green, it's more that sometimes our brilliant health system gets quite backed up. So this would mean denied leave because the Soldier is simply waiting for his appointment to come up and other issues.

Yes a commander can do that.
How he should do that? Let's just use dental to make it easy:
If a soldier has been red for dental for three months and has no appointment scheduled, leave should be denied, AND he should be on his third counseling about medical readiness.
If a soldier has been red for dental for three weeks, and has a dental appointment four weeks from now, leave should be approved.

That's how I would expect it to be conducted SGM. Some common sense rather than a black and white (well, red and green) "no details" type of decision.

The other side of that coin is, for the Soldier who stays on top of things and has only been red on dental for three weeks and has an appointment scheduled, also would have requested leave more than a month ago, because he plans ahead on everything.

I can see two sides to this coin:
Side 1) I can see the Commander with the mentality of them dictating that they will not sign Leave Forms until one is GREEN. As they are the signature authority, they can approve or deny Leave as they see fit.
Side 2) I can see the Commander having common sense and not disapprove a Leave Request due to circumstances beyond the Soldier's control.
Personally, I think it would be a bad move to deny leave for being RED when the reason for being RED is beyond the control of the SM. This will certainly be a Regulation fight to no end. Probably a bitter fight, too.

Yeah I mean it's weird to argue, just some circumstances may require them to use some common sense, and I'm still waiting after 15 years for that to show up in the supply catalog...
