Can my BC refuse to sign my CSP packet for me to do Troops into transportation?

I ETS on the 28th of this month, I was going through a hiring process and in the end didn’t get the job and now I’m trying to get my CDL and I start class next Monday but my Battalion Commander is refusing to sign my CSP packet because the class goes through my ETS date. Can she withhold home from an opportunity to get a job post military?

Short answer: Yes. Approval for participation in a Career Skills Program (CSP) is up to the commander. Usually if you've crossed all the Ts and dotted all the Is, it's a routine approval, but it sounds like it was a fall-back option at the last minute. This is one reason that DoD harps on servicemembers to start TAP 18 months out from their separation date and if pursuing CSP to initiate it six months out.
One situation that will almost always get a CSP denied is if the completion date extends past your separation date. The guidance to commanders is that there must be sufficient time after completion of CSP to return to your permanent duty station to complete physical and administrative out-processing requirements, including unit--level and installation level out-processing and final out before a separation or retirement date.
There are situations where a commander will approve a packet, but these are usually in certain defined programs.

So there's two time periods here - 1) before your ETS while you're still in....and 2) after. Without additional information, it appears your BC is not signing paperwork for a program that begins while you are still in the Army and something that will not ultimately benefit the Army. It will take you away from duties during your last few weeks. Short answer - yes, she doesn't have to sign anything...but we need more context.

Okay sir, so I had huge interest in a police job and I was dealing with hiring process for that specific PD for months and they sent me an email stating I would no longer be moving forward in the hiring process. So I had to think of something quick I wasted a lot of my time trying to reenlist earlier this year but due to medical reasons and other reasons for my families sake my wife and I made the decision to move on from the military. But back to the job that didn’t go as planned and I put all of my time and effort into this one job and I didn’t have a backup plan cause I thought it would be easier to transition from being an MP to being a Civilian police officer. Anywho so after I got turned down for whatever reason I decided to go to the troops for transportation office and sign up at that time I was on terminal leave and I was already clearing the installation and all I have left is to clear the battalion and company which should in theory take a few days. I’m now scared out of this world cause now this is the only way I can get job I already have transportation jobs contacting me and all of the good stuff I just need to get my CDL and I get that the class goes through my ETS date but I planned on having everything else done prior to my start date. Like honestly once my ETS date has passed I’ll have already chosen which company to work for and be on my way in life. But now I have to wait? Until I ETS to get it instead of a small exception being made for the well being of solider and their family.

I may have actually found a solution sir, I have 15 days of leave left and I can take those to carry me out to my ETS date so I’ll be able to attend the course without my COC signatures.

SGT (Join to see) - So you waited until you were already on terminal leave to request a CSP? That's a bit late by that point. How were you on terminal leave and still clearing?
How have you not heard that civilin LE hates hiring former MPs? I've heard that my entire career because MPs are not the same as civilian LE and they have to sit there and make you unlearn anything you were taught as a MP. Just what I've heard from people who work in LE and former MPs who tried to go be a cop.
You don't even need the CSP just to get a CDL though...so not sure why you even needed to submit the request for a CSP. But your commander was not wrong to deny it. Ultimately, as stated, it's up to the commander to authorize CSP. When you're on CSP, you still have to maintain Army standards too. We just had, in my unit, anyone on CSP recalled who was within 100 miles. They had to show up in person, in uniform, in regs for the recall because some soldier f* up really bad on their CSP and got in trouble. So even if you had a CSP approved that's not a you get to stop being in the Army card anyway.
