Can senior rater decrease what he originally put on it, if he already signed?

I want to make stronger case for myself, but don't want to backfire and senior rater changes bullet points or the current score I have because rater is insulted by me challenging one bullet point and score. Thoughts?

Quantifiable, tangible facts, numbers, statements of accolade from non invested seniors, numbers that show what you personally did, planned, accomplished was above the standard, better then peers or an established norm. There are all some things that speak for them selves,. if you have them and they were not mentioned or included in your NCOER you could ask your rater to consider them in thier assessment and bulleted comments
If the NCOER has been processed you can do little.
If it has not yet been signed by you the rated individual, or at worst, not yet sent forward you can ask for a sit down with your rater

Do you have anything to support the increase in rating other than feeling that you deserve it? Unless you have documentation to support it, I do not see that you can challenge what the rater has given you, it is their rating of performance.

I can provide evidence but I feel that his bullet points are not inline with the score.
o requires more time in current position to develop and grow as a Team Leader before being placed in other positions of greater responsibility
o complete ALC as soon as possible
o outstanding performance during the rated period; utilized his personal experience and knowledge to ensure his Soldiers were trained to standard on all individual tasks
o exceptionally talented and professional NCO who leads by example and serves with extreme pride; unlimited potential for positions of increased responsibility
Was rated 3/2
According to AR 623-3
A three is A “3” rating also represents a
good performance
A 2 represents rating represents a very good, solid performance and is a strong recommendation for promotion
The comments he made outstanding and exceptional seem to be more in line with very good performance not just a good performance (but again that is why I am on the forum to get opinions)
I got 2 from overall potential for promotion but the first bullet point says need further time to devlop, but the next bullet point says complete ALC (meaning to get ready for promotion to me) and last bullet point ulimited potential for positions of increase responsibility
so you can see how this is just little confusing and trying get opinion how best to approach this without offending anyone

SGT (Join to see) - Keep in mind your rater may agree with you, the verbiage is non congruent with the numbered rating... If he chose the rating and wrote the bullets to support, he is as likely to keep the number, and edit the verbiage so they are in line.. vice what you what, which is keep the verbiage and up the numbered rating.

That's what I was wondering, so it's catch 22 as it can help or hurt if request conversation about my ranking. Thank you. I was under impression only scores could change not vergabe in the bullets. Thank you!
Cheers!

The report is not final until it is fully signed and posted. Judging by the bullets you posted below, I would say that your Sr Rater feels you are a solid performer but thinks you should complete ALC and have more TIG before selection to SSG. As such, a 2/3 box check is appropriate.
What leads you to think that he was insulted and changed the rating as a result?

I would agree if was 2/3 1SG, but it's actually 3/2. Three for performance and 2 for promotion, that is why I see some confusion. Thank you for your input!
