I am a second award CIB holder. My deployments include Panama, Somalia, and Iraq 2x. So yes someone can receive the award twice.

You can be awarded as many as you qualify for. The time factor limits how many you can actually be awarded though. All 3 time awardees fought in WW II, Korea and Vietnam.

Yes can be a 3 war recipient as that is based on war time dates , 1 war rifle with wreath, 2 war with one star, 3 war 2 star with wreath ,ww2,korea,Vietnam, war on terrorism , are the timelines qualified for CIB

Those of us who served in Panama 89, received our CIB's. A lot of the same people went to the Gulf for Desert Storm but was not authorized a star since it fell under the same qualifying period. Those of us who were still serving after 9-11 and deployed earned our stars because it was a new qualifying period.
