Can someone explain the difference between AR 670-1 and DA PAM 670-1?

Cadet SGT Ali Burianek - each Army administrative publication has a summary right before the Table of Contents and after summary of changes....which everyone skips. Look for the cursive signature from the appropriate Army Staff person and the authority authorizing it (usually the CSA).

AR670-1 page i: Summary. This regulation prescribes Department of the Army policy for proper wear and appearance of Army uniforms and insignia, as worn by officers and enlisted personnel of the Active Army and the U.S. Army Reserve, as well as by former Sol- diers.

DA PAM 670-1 page i :Summary. This pamphlet provides the implementation procedures for wear and appearance of Army uniforms and insignia.
