Generally, a Pam is a pamphlet that supports a regulation by providing specific examples and fleshes out the regulation.
AR 670-1 has the doctrinal language; DAPAM 670-1 supports the regulation by providing clarification, illustrations and specific examples to guide in the use of the regulation.

The DA Pam 670-1 accompanies the AR 670-1 and goes into more depth on the uniform items. Think of it as the AR gives the big picture the Pam drills down on the particulars.
