Can the National Guard split my orders for AT and regular Active Duty for schools?

I was a active duty MP and now reclassing to 35F in the NG.
My reclass school is 45 days long. So I should be on active duty orders for those days. However my unit put me on 2 weeks of AT orders then 30 days of active duty orders.
Is this legal to do this when I will be at reclass school the whole time and not attending AT?

Yes, this is a common thing in the National Guard (at least in my State). NG units get separate pools of money for AT and for regular Title 10 active duty time. They are expected to use up the AT pool of money first, which is probably why you are getting split orders.
This doesn't have much to do with the reclass school... you would likely see the same thing for any longer active duty period.
The downsides can be that if your active duty orders are not over 30 days (but your total orders are over 30 days) then you may not get the same BAH benefits since BAH is handled differently for AT time. This is a sore spot among many troops.
