Can the new administration have any effect on orders or funding of the military? Can they decommission due to budget cuts?

Any cuts will require approval from Congress. They control the budget process. The Executive Branch can only enact budgets that the Legislative Branch appropriates.

Juhi Buch - It's very unlikely that any changes can be made in the short term. You're probably looking at next fiscal year (Oct 21-Sep 22) before anyone will see an impact, at the earliest.

No, but Congress can cut funding for more strength, weapon systems, parts, etc.
