Sir, I don't believe the U.S. wants to win wars. The Citizens of this country want us to win, we as Service members want to win, but it seems the people in charge don't want us to. We seem to be doing more "police actions" where we are turning troops who are trained to kill the enemy, into cops with strict ROES.
Also I believe your question is a little to narrow concerning just officers. Its not just Officers leaving in Droves but enlisted personnel as well. Their is a lot of talented people washing their hands of the military, for the same reason the officers are leaving.

Excellent points, many thanks!! In fact, we have this concerns in Brazil, involving both Officers and Enlisted personnel. I believe that is a very important discussion for all of us - how to keep our "top minds" dressing military uniforms.

Talented officers in each category are essential to "winning" wars Col (Join to see) . Talented commissioned, non-commissioned and warrant officers each play crucial roles in military operations, training, discipline, etc.

I'd take it a step further and ask can the U.S. military win wars if it keeps losing talented personnel? The answer, no.
