I have a soldier who was told since he is on a temporary profile that his levy packet can not be sent. He is less the 80 days from his DEROS. Can his levy packet be held for this reason.

Well, it depends on the severity of what put him on profile. I understand there is some cultural differences but in the Corps you can’t get/execute orders if you aren’t on full duty. If there is an issue/injury/illness or some other factor that could negatively impact assignment there could be a delay to ensure checks and balances are in place and everything is kosher.
It’s not a binary issue because like I said, it depends on the situation. But it’s possible.

If he is not able to do his job, they can call branch to hold it. After all if he can work here, what is he suppose to do at the next unit. I would cuss REPL out when I got a trooper that couldn't train with us due to profiles, particularly if you work/train in 9 week cycles.
