Can you be billed for supply after ETS/Honorable Discharge from Army?

I was honorably discharged back in 2012 and 4 years later I receive a bill in the mail sent to my parents address that i never turned in various equipment that was issued to me on a hand receipt ( the hand receipts last date of issue was for a year after i was discharged and does not have my signature on it i would like to point out)

Team- AKO, My Clothing Account and the installation CIF Hand Receipts are two separate software programs. There are no reconcile functions between the two. The item of record is the CIF hand receipt from the installation the Soldier cleared. //
I would gather up my clearance paperwork and CIF hand receipt and then contact the CIF for their print out.

CPL SERGENT: Recommend to ALL Soldiers that they check their AKO Account "My Clothing Record" to make certain you Turn-in ALL Military OCIE prior to departure from Deployment, transferring to a NEW Unit and from the Army, LTC-G.

I am unable to access AKo for sometime now since i have been out for a while, Id also like to note that on one of the documents they sent me it said "recommend use of out processing checklist to be used in future" correct me if im wrong but dont you have to do that at every from day one starting in basic training?
