I am about to ETS, and I would like to know if I can get out and join ROTC while getting VA Disability Pay. Or would it be best for me to not file VA claims so that I can commission through ROTC?

Are you disabled or not? If you're healthy enough to commission, then you clearly aren't disabled.

SPC (Join to see) the long answer is that you still have to be able to pass a commissioning physical and that you're probably not going to commission into an active duty slot.
Also, as an E4 ETS'ing with a short career, you're probably not going to be eligible for disability pay unless you were injured or had some unusual exposure. Like, respiratory issues after being stationed at burn pits, sinusitis after being exposed to aircraft fuel, or hearing loss after being exposed to loud engines constantly. Even then, there is a threshold to receive monetary reimbursement.

My answer would look like SFC Boyd's except I would remove any statements about the likelihood of passing a pre commissioning physical. The fact that you are rated by the VA is really irrelevant, your actual conditions and how they relate to the physical is what matters.
